Can a Ukrainian licence holder exchange an automatic licence for a manual one, or do they need to take tests?

To upgrade from an automatic to a manual licence, they must apply for a provisional licence, pass the theory and hazard perception tests, and take a practical test in a manual car. Exchange of the licence alone won’t grant manual entitlement.
