A pupil with a Canadian licence wants to take a manual test in the UK. Does he need a provisional licence and a theory test?

A Canadian licence can be exchanged for a UK licence within 12 months, but it will typically be automatic unless he can prove he passed a manual test in Canada. Otherwise, he’ll need a provisional licence and must take the theory and practical tests to upgrade to manual.
